NC district Presidents' gathering concludes with 13-point declaration
Dhulikhel, June 12: The two-day national gathering of the district presidents of the Nepali Congress concluded here on Sunday with a 13-point Dhulikhel declaration.
The declaration has reiterated party's stand that the NC should adopt all alternative measures if the five-point pact was not fully implemented.
The district presidents of the NC have demanded that the UCPN-Maoist hand over its weapons to the government and return seized properties. Similarly, they have stressed that the first draft of the new Constitution should come August 31, 2011 .
Similarly, the gathering organized by the central working committee of the party demanded the party leadership to call the Mahasamiti meeting within the six months, conduct nationwide orientation for the party consolidation, to organize the gathering of the district presidents at least once every year and hold the central convention of all sister organizations of the party at the earliest.
Concluding the gathering, party President Sushil Koirala said the NC could opt for any alternative measures to displace the parties with authoritarian thoughts and directed the district presidents to be ready for this.
Similarly, senior leader Sher Bahadur Deuba said the NC would never split and if the winners honour defeated ones, democracy would be developed institutionally. Such democracy could boost up the morale of the party to fight the parties with weapons.
Moreover, parliamentary party leader of the Nepali Congress, Ram Chandra Poudel said the party with weapons could never be democratic.
All 75 district presidents, 79 central members, well-wishers, and office bearers of the sister organizations participated in the gathering.
The 13-point declaration has also demanded stringent action against those carrying out brutal attack on Biratnagar-based journalist Khilanath Dhakal.
Speaking at a press meet at the Nepal Police headquarters, Naxal on Sunday, IGP Shah promised to keep the organization free from external influences.
"It would not be appropriate to talk about the Sudan case as it is under-consideration at the Special Court ", he said expressing hope that Nepal Police would get justice in the case.
Nepal Police has been accused of misappropriating around Rs. 290 million while purchasing the Armored Police Carriers (APCs) for its personnel deployed in Darfur , Sudan for the UN peace keeping mission.
Acting upon the accusation, the Commission for Investigation of Abuse of Authority has already filed a charge sheet against 34 senior incumbent and former police officials and two suppliers at the Court.
IGP Shah, on the occasion, pledged to develop the Nepal Police as a professional and fair organization.
"I am committed to establish policy of 'reward and punishment' in the organization by keeping it free from corruption and all forms of discrimination", said IGP Shah promising to protect and promote the human rights issues, to maintain sound security though maximum mobilization of available resources and make its works result oriented.
The IGP of Nepal Police further claimed that the organization has not got any political pressure for protecting the attackers of Birtanagar-based journalist Khilanath Dhakal.

Talking in brief with media persons following the meeting, Chief Secretary and Member-Secretary of the Committee, Madhav Prasad Ghimire said the meeting discussed about the modality of the integration, the number of combatants to be integrated, the positions they would receive and the rehabilitation package.
He also expressed the confidence that all these issues would be agreed upon within June 19. An agreement has also been reached to hold the special committee meeting thrice a week on Sunday, Tuesday and Thursday.
The special committee chaired by the Prime Minister comprises representatives from five major political parties, and is entrusted with the responsibility of finalizing the Maoist integration process.
Four Yarcha Pickers go missing into Karnali River
Mugu (Gamgadhi), June 12: Four yarchagumba pickers from Dolfu VDC in the district have been missing for a week after they accidently fell into the Karnali River , while trying to cross the river with the help of a pulley-string bridge.
According to Secretary of Dolfu VDC, Makar Rawal, those missing in the river are Chhewang Tamang, 21, of ward no 2, Phutik Lama, 35, from ward no 3 while two others have not been identified.
The iron pulley installed by tourists to reach the She-Phoksundo Lake 15 years ago was reportedly in a ruined condition.
District Police in Mugu said the search for the missing ones is underway. However, it is almost impossible to find the missing ones due to the difficult geography, VDC Secretary Rawal added.
Baidya's views not institutional: Janardan Sharma
Kathmandu, June 12: Politburo member of the UCPN-Maoist, Janardan Sharma said the dissenting opinions of the party Vice-chairman Mohan Baidhya made public through the media were not registered inside the party and that the views on Constitution passed by a majority of the party were the institutional views. The media had carried the 18-point of dissent of Baidhya.
At an interaction organized by the Reporters' Club in the Capital on Sunday, leader Sharma who is also the member of the army integration special committee, claimed that any opinion other than that of the constitution and peace by party Chairman Pushpa Kamal Dahal in the party would not be implemented.
Although there are some suggestions from Vice-chairmen Mohan Baidya and Babu Ram Bhattarai to the party leadership, they are not against the completion of peace process and constitution writing.
Making it clear that his party was ready to forge consensus in a package regarding the army integration, adjustment of post, number and relief within June 19, he said the main responsibility to forge consensus for this is of Prime Minister Jhalanath Khanal.
He criticized the views of Defense Minister Bishnu Poudel that the fixation of standard of Nepal army and adjustment of post should be carried out within fixed norms.
Nepali Congress leader Ramesh Lekhak said if the special committee fails to forge consensus on all issues of peace process within the second week of July, Prime Minister Khanal and Maoist chairman Dahal would be responsible for it.
The Maoist party needs to become serious to settle the Maoist fighters and their weapons before the promulgation of the new Constitution.
The main concern of the Nepali Congress is peace process rather than the resignation of the prime minister, he said, adding the political parties, at present, should focus on concluding peace process.
Minister asks prime minister’s resignation
Arghakhanchi, June 12: Minister for Physical Planning and Works Top Bahadur Rayamajhi has said that Prime Minister Jhala Nath Khanal should step down immediately to pave the way for the formation of national consensus government and expedite the constitution writing.
Talking to the media persons in Arghakhanchi district headquarters, Sandhikharka, this morning, Rayamajhi said prime minister should resign at the earliest as per the five-point agreement signed on May 29 as it is certain that the Khanal-led government cannot prepare the first draft of the constitution and conclude peace process, and prepare the modality for the army integration.
He refuted the news items published in some media that he has shifted a large amount of budget to his home district and added that he has given equal priority to all 75 districts. But it is natural to be allocated some more amount of budget in the home district, he said.

On the occasion, Prime Minister Khanal expected Ambassador Hussein to continue the role he played during his tenure in Nepal to further expand the relations between the two countries.
He also pointed out the need for joint effort in promoting import and export between the two countries.
Pakistani Ambassador Hussein emphasized on the need of exchange of high-level visits between the two countries and extended an invitation on behalf of the Prime Minister of Pakistan to Prime Minister Khanal to visit Pakistan at a suitable time, according to a statement issued by the Prime Minister’s Foreign Affairs Advisor, Milan Tuladhar.
Home ministry forms probe panel on murder of postal office employee
Mahato, an employee at the Bara Postal Office was gunned down by an unidentified gang on June 10.
The panel has been assigned to present the study report to the Ministry within the next 15 days. The report is expected to include recommendations that will be useful for the Ministry for averting such incident in the future.
The committee comprises Deputy Inspector General (DIG) of Nepal Police, Parsuram Khatri and Under-secretary at the General Administration Ministry Ramuraj Kandariya as the members.
The Home Ministry has also urged all the government employees to inform the chief district office concerned if they face any security threat.
Similarly, the Ministry has directed the security bodies to consolidate security in the Terai region considering the security of civil servants there.
Likewise, the meeting held under the chair of the home secretary today has decided to provide Rs. one million to the family of Koiri.
Nepal-US Military Drill
The drill was inaugurated by management and warfare director general of Nepal Army, Daman Bahdur Ghale.
It is said the drill was organized with the aim of facilitating humanitarian rescue and relief works in the event of a disaster in Kathmandu , where the coordination of the rescue and relief works is expected to be very difficult.
Altogether 130 persons including 55 from Nepal army and 30 from the US army are taking part in the drill.

Biratnagar, June 12: The Federation of Nepali Journalists (FNJ), Morang Chapter staged a sit-in in front of the main gate of the District Police Office, Morang today, in protest against the attack in Nagarik Daily correspondent Khilanath Dahal.
Speaking at a gathering held following the 30-minute-long sit-in, various media persons appealed to the general public to join the movement carried out calling for action against those involved in the incident.
Also today, at the call of FNJ, media persons across the country performed their daily duties by tying black armband in protest against the increasing attack on media persons.

Lalitpur, June 12: Civilian observers shall be mobilized in all 75 districts to monitor the final phase of the 11th national census that the Central Bureau of Statistics is going to conduct from June 17 to 27 this year.
Information about this was shared at an interaction organised by the National Census Civilian Observation Committee here on Sunday.
Speaking at the programme, Health and Population Minister Shakti Bahadur Basnet said national census is very important for the protection of social and cultural diversities and identification of caste and gender.
Lawmaker Dr Mangal Siddi Manandhar said the basis of census principles followed so far in Nepal is wrong. He underlined the need of giving high priority to facts of census.
Committee Chairman Bal Krishna Mabuhang and President of National Federation of the Disabled Birendra Prasad Pokharel also took part in the interaction.
Govt led by Madhes-centric parties, people's desire, claims Gachchhadar
Chitwan (Ratnanagar), June 12: Chairman of Madhesi Janadhikar Forum (MJF- Loktantrik) Bijay Kumar Gachchhadar has stressed on the need to form a new government under the leadership of the Madhes centric-parties.
Speaking at a party workers' training at Ratnagar on Sunday, the MJF Loktantrik Chairman claimed that the Nepali people want to see the government led by Madhesh-based parties as the government formed under the leadership of other parties so far have failed to address their demands.
He further added that the nation couldn't find a way out to the ongoing political imbroglio and rights of the Madhesi people won't be ensured until the government led by the Madhes-based parties is formed.
