Cabinet to bring budget for the next fiscal year

Kathmandu, June 22: The government has decided to bring budget for the next fiscal year along with new policies and programmes on the basis of suggestions received from the Legislature-Parliament meeting. Government spokesperson Gangalal Tuladhar gave information about this while talking to media persons after the Cabinet meeting today.

The meeting that took place at Singha Durbar has also decided to present cash prize along with honorary rank of Nepal Army (NA) to lyricist, singer and musician of the NA’s title song. The prize would be arranged from the NA Welfare Fund, it is learnt.

As per the decision, music composer of the song Ambar Gurung will be presented with the post of Honorary Colonel along with cash prize and letter of appreciation, lyricist the late Gopal Prasad Rimal will be awarded with Honorary Colonel posthumously, his wife with cash prize and supporting singer Phatteman Rajbhandari will be awarded with cash prize and letter of appreciation. Similarly, the meeting has decided to form a committee under the chair of education secretary for formulating the projects and plans for establishing the Open University once the bill related to this which is under-consideration at the Legislature-Parliament gets approval.

Likewise, the meeting has decided to promote Kuber Singh Rana to the post of Additional Inspector General (AIG) of Nepal Police and transfer him to the Metropolitan Police Sector as a chief.

The meeting has appointed Ram Prasad Pathak as the executive chairman of the National Tea and Coffee Development Board for a maximum four years term.

Minister shares Principles, Priorities of Appropriation Bill

Kathmandu, June 22: Deputy Prime Minister and Minister for Finance Bharat Mohan Adhikari presented the principles and priorities of the Appropriation Bill for fiscal year 2011/012 at the meeting of the Legislature-Parliament on Wednesday.

DPM Adhikari stressed on passing the income and expenditure details of the coming fiscal year within July 16 so that the national economy would not bear the negative effects.

The budget must be presented on time in order to make economic growth, infrastructure development and revenue collective effective. While presenting the this year's budget's principles and priorities, he made a brief review of the current fiscal year and informed parliament that the budget has aimed to limit the inflation to 7 percent.

Although the balance of payment was facing hard time, the foreign currency reserve of the banking system was in track, he said adding that the government expenditure on capital flow was Rs 208.88 billion. Similarly, Minister Adhikari said the budget would give continuity to the three-pillar economic policy- the participation of public, private and cooperative to regulate national economy.

According to Minister Adhikari, investment on agriculture sector would be increased thereby commercializing and modernizing the agriculture. The resources and means shall be mobilized in balanced manner; private and foreign investors attracted towards production and development of energy; industrialization expedited by resolving the problems of administrative delay, insecurity, loans.

The 64-point principles and priorities of appropriation bill has also focused on the tourism promotion, social development, irrigation facilities, land reform, electricity production, launching of rural infrastructure and model village programme, financial sector reform, mobilization of foreign aids.

Kathmandu, June 22: Non-residential Ambassador of South Africa to Nepal, Geoffrey Doidge paid a courtesy call on Chairman of Constituent Assembly, Subas Nembang at the latter's office today. During the meeting, matters relating to the constitution building process in Nepal and in South Africa, role of parliament in the governance, peace process and expansion of relations between the two countries were discussed. Likewise, a delegation led by DCM Guy Harisson of Britain called on CA Chairman Mr Nembang.

Matters relating to the enhancement of capacity of political parties in Nepal and contribution of political parties in the parliamentary system were discussed on the occasion, according to the Parliament Secretariat.

Legislature-parliament special hour

Kathmandu, June 22: The UCPN (Maoist) leader Dev Prasad Gurung has objected to the act of the Constituent Assembly (CA) working through the taskforce instead of carrying out its functions as per the regulations and rules of procedures.  

Speaking at the Special Hour of the Legislature-Parliament today, he suspected that the CA would be inactive if the parties and the taskforce hold discussions without tabling the integrated draft of the constitution. He also called for reviewing the course of constitution writing from the point it was diverted from its course.

He also made clear that separating arms and disarming the PLA combatants prior to their integration was unacceptable to the Maoist party, adding that the arms of the Nepal Army also should be submitted to the army integration special committee.

The prime minister should resign from the post only after the national consensus was forged and the national sovereignty was guaranteed, he said and drew the attention of the opposition parties not to hinder the process of tabling the new budget.

Likewise, Nepali Congress leader Ramesh Lekhak asked for an answer from the government why Nepali Ambassador to India Rukma Shumsher Rana was called back, adding that the letter of the Ministry of Foreign Affairs to this effect was illegal.

Lekhak complained that the assaulters of Biratnagar journalist Khila Nath Dhakal was not brought to book, impunity was increasing and the politics and criminalism were not distinguished.

He also demanded the pm stepped down immediately as per the five-point agreement and also protested the government move to transfer the civil servants haphazardly.

Likewise, UML leader Pradip Gyawali the constitution should be promulgated only after the completion of the peace process and expressed concern that the peace process was not progressed despite frequent rounds of consensus.       


He stressed on the need to form a parliamentary monitoring committee for the enforcement of five point deal reached among the parties. The prime minister would not hesitate to resign if the schedule of the enforcement is prepared, he added.

Also speaking at the session, lawmaker from the Madhesi Janadhikar Forum (Loktantrik) Sarba Dev Prasad Ojha expressed concern over the government decision to transfer government employees and transfer budget allocated under one heading to another at the end of the fiscal year.

CPN (ML) lawmaker CP Mainali raised his concerns over the attack on media persons under the political patronage and government failure to punish the guilty involved in the international calls bypass racket. He said that damage of a runway at the Tribhuvan International Airport just after the repairing showed that the state lacks good governance.

Chitra Bahadur KC of Rastriya Janamorcha expressed his concerns over the delay in constitution writing, continuous attacks on journalists and damage of the international airport runway. He, however, welcomed the government efforts at bringing the new budget on time.

Other lawmakers including Dr Prakash Chandra Lohani of the Rastriya Janashakti Party, Pari Thapa of the CPN (Unified), Keshav Mainali of the Chure Bhavar Rastriya Ekata Party, Krishna Kumari Pariyar of the Nepali Congress, Pratibha Rana of the Rastriya Prajatantra, Chandra Dev Joshi from CPN ( United), Arbind Shah, Jagya Bahadur Shahi of the Nepal Workers and Peasants Party  and  Chandra Bahadur Gugung of the RPP-Nepal also expressed opinions at the special session of the Legislature-Parliament meeting today.

International Convention on Suppression of Terrorism

Kathmandu, June 22: Deputy Prime Minister and Minister for Finance Bharat Mohan Adhikari tabled a proposal on 'International Convention on Prevention of Financing Terrorism' at the meeting of the Legislature-Parliament on Wednesday.

DPM Adhikari said the parliament should endorse the convention in order to deter the global crimes and the State does not bear economic burden for this. He also made it clear that it was advantageous for Nepal to be the state party to this Convention as Nepal would be benefited from the international support, cooperation and exchange of information with this.

Parliamentarian Dr Ram Sharan Mahat of the Nepali Congress said there were numerous criminal cases in Nepal in line with the definition of crime as per the convention.
           
Similarly, CPN-UML parliamentarian Agni Prasad Kharel said Nepal needs to be the state party to the convention. Certain laws should be devised for the implementation of the convention, he said. Sapana Pradhan Malla of the same party also expressed views in favour of the convention. UCPN-Maoist's Khim Lal Devkota said as many as 178 countries have endorsed this convention. It is the duty of responsible countries to suppress terrorism, he stressed. Member of Parliament, Ekraj Bhandari said disagreement should be registered against the definition of terrorism in the Convention.

MP Sunil Prajapati of NWPP said why should not the acts of attacks and mass murder carried out in a sovereign country at the direction of the American imperialists be defined as terrorism, and made it clear that his party was not in favour of ratifying such a convention. Raising an objection, Ramesh Lekhak of the Nepali Congress expressed concern over the proposal being presented by Finance Minister instead of the Home Minister.

 In response, Speaker Subas Nembang made a ruling for the government to accept the objection, and give serious attention while tabling proposals in parliament. Likewise, Deputy Prime Minister Bharat Mohan Adhikari presented a proposal seeking general discussion on the UN Convention Against Multi-lateral Organized Crime.

He made it clear that the proposal was introduced with the objective of dismantling criminal networks through exchange of information and collaboration at the national and international level, and thereby check organized crime and corruption. Mr Adhikari also assured that it would not have any impact on political activities.

Taking part in the deliberations on the proposal, CPN-UML's Sapana Pradhan Malla, UCPN (Maoist)'s Ek Raj Bhandari, Khim Lal Devkota and Hari Roka, and NC's Ramesh Lekhak said Nepal should stand against terrorist activities by endorsing the proposal, while pointing out the need for clear provisions to not allow it to affect political activities.

uml condemns attack on party leader gyawali

Kathmandu, June 22: The CPN (UML) has condemned the mistreatment on party publicity department chief Pradeep Gyawali by cadres of the party’s sister wings at the Amrit Science Colleg, Lainchaur, on Tuesday.

Issuing a press statement today, the party has termed the misbehavior meted out to the party’s senior leader by students close to the party itself as 'an anarchist and uncivilized one', and has said that such move would disturb the activities at the academic institutions and put them at risk. Similarly, such incident would jeopardize the political atmosphere, the statement adds.

A vehicle belonging to Gyawali was vandalized during a clash between two groups of students affiliated to All Nepal National Free Students Union (ANNFSS), the student wing of the party, at the college yesterday. Gywali was there to attend a programme organised by the ANNFSU campus unit. Some students including ANNFSU central secretariat member Ain Bahadur Mahara have been injured in the clash, it is learnt.


regional conference on security begins

Kathmandu, June 22: A two-day central regional conference on security has begun at Dhulikhel in Kavre from today. The conference will dwell on security challenges, problems and ways to resolve them after identifying the security challenges and will also give recommendations to the Ministry of Home Affairs.

Such conference which used to be organized every year was not organized for some years due to political instability. The behavioral problems in districts, uniformity, style of functioning and the policies undertaken by the ministry will be intensively discussed in the conference, a source said.

Inspector General of Police (IGP) Rabindra Pratap Shah, chief of the Armed Police Force Sanat Kumar Basnet, Acting Chief Officer of the National Investigation Department Moti Gurung, Regional Administrator Hari Ram Koirala, chief district officers of 19 districts and representatives of the Ministry are present in the conference.  
   
Inaugurating the conference, Deputy Prime Minister and Minister for Home Affairs Krishna Bahadur Mahara directed the officials to beef up the security by coordinating with the locals as the country's security situation has not been satisfactory.

On the occasion, Minister Mahara said all state bodies should help take the present transitional phase to the positive conclusion and added that the recommendations received from the conference will be used for preparing security strategies.

He cautioned the police administration and all State bodies to remain alert as the evil elements are effortful to take advantage of political fluidity. Mahara also directed the police administration to work constructively to maintain strong security situation as the first duty of the State is to safeguard peoples' lives.

The Home Minister urged all to be united to curb activities of the status-quo forces and stop corruption to address people's wishes by internalizing the changes. Secretary at the Ministry Lilamani Poudel issued directive to the officials to work honestly to provide speedy services to the service recipients and leave no stone unturned to maintain peace and security and control criminal activities. Regional Administrator Hari Ram Koirala stressed on the need for adding additional human resources for border security and forming highway security squad to resume vechiles along the highways round the clock.  

In the conference, different issues including controlling the armed and ethnic groups, easy operation of highways, supplies of necessary services, psychology of violence, end to impunity including others will be discussed along with the strategies on coping with this issues.
