Kathmandu, June 24: The Public Service Commission (PSC) on Friday has asked for reaction from the government regarding the promotion of Deputy Inspector General (DIG) of Nepal Police, Kuber Singh Rana to the post of Additional Inspector General (AIG).

Issuing a press statement on Friday, the PSC has urged the Chief Secretary at the Office of Prime Minister and Council of Ministers and Home Secretary to furnish details regarding the reported promotion of DIG Rana.
Similarly, the Interim Constitution of Nepal- 2063 BS, Public Service Commission Act 2066 BS requires that the Commission be consulted while making any appointment or promoting any candidate to any post in Military Service, Armed Police, Nepal Police service and other government services, adds the statement issued by PSC Spokesperson Dr Niranjan Prasad Upadhyaya . ucpn (maoist) cc meet postponed
Kathmandu, June 24: The central committee meeting of the UCPN (Maoist) has been postponed for three days after sitting for a while on Friday.
Today's meeting began at 5:00 pm though it was scheduled for 2:00 in the afternoon. The meeting was postponed due to lack of sufficient homework on how to manage the ideological differences in the party, said party leaders.
During the meeting, Party Chairman Pushpa Kamal Dahal expressed his opinion on contemporary politics, party's workload and others in the present hour. However, Chairman Dahal tabled no written document.
Mr Dahal said the rightist and regressive forces are plotting to sabotage the peace process and constitution writing by dilly dallying, party spokesperson Dinanath Sharma quoted Dahal as saying.
Dahal urged all to remain united at this moment so as to safeguard the peace and constitution writing process by resolving the party's internal differences and class struggles outside the party.
Earlier, at the beginning of the meeting, Maoist General Secretary Ram Bahadur Thapa stressed on the need to take crucial decisions to resolve the party's internal rifts and fight against rightist and counter revolutionists outside the party. Earlier, the meeting of the party office-bearers and standing committee had sorted out the agenda for the central committee meeting.
Sources claim that 159 central members have submitted a letter to Party Chairman Dahal demanding to correct the party's decision of sending to the government to leaders, who had lost in the Constituent Assembly (CA) election.
house discuss appropriation bill
Kathmandu, June 24: The pre-budget discussion on the principle of appropriation bill and its priorities for the Fiscal Year 2011/12 began at the Legislature-Parliament meeting from today.
Taking part in the discussion, UCPN (Maoist) Vice-chairman Dr Baburam Bhattarai said the principle and priorities of the appropriation bill were brought without consulting with the coalition partner UCPN (Maoist) and said the budget should address the current economic crisis.
Dr Bhattarai said Nepal’s economy has suffered due to absolute poverty while the overall economy of the country is deteriorating due to high import but less export. He said the new budget should prioritize the agricultural sector.
On the occasion, Mr Bhattarai stressed on employment generation, creating investment friendly environment, guaranteeing social justice, bringing policy to end trade deficit through the new budget. The former finance minister said the new budget should focus on increasing investments in energy sector, constructing alternative airports for increasing investments in tourism, increasing budget for Lumbini development, bringing national infrastructure policy and human resource development among others.
Nepali Congress leader Dr Narayan Khadka said the budget should be introduced only after a consensus among the political parties. He said the new budget should prioritize scientific land reforms, highway construction and modernizing the agricultural sector. Likewise, leader of the UML and former Finance Minister Surendra Pandey said the budget should increase the amount for health insurance and pay attention to control corruption and conservation of the Chure region.
Also expressing views on the Bill were lawmakers Sarba Dev Ojha of Madhesi Janadhikar Forum (Democratic), Chandika Prasad Yadav of Madhesi Janadhikar Forum (Republic), Dan Bahadur Chaudhary of Tarai Madhes Loktantrik Party, Chalan Bahadur Tamang of RPP, CP Mainali of CPN (ML), Pari Thapa of CPN (Unified), Hari Raj Limbu and Renu Chand of UCPN(Maoist), Narahari Acharya and Dip Kumar Upadhyay of Nepali Congress and Bijaya Poudel of CPN (UML).
workshop on public expenses and financial responsibility
Kathmandu, June 24: Officials of financial agencies of the government have suggested the government to constitute a group of experts in the sector of public financial management and implement the agenda of public expenditure and financial accountability with full commitment.
Speaking at a workshop organized by the Secretariat of the Public Expenditure and Financial Accountability (PEFA) Secretariat at Godavari of Lalitpur on Friday, they said the initiatives of the PEFA should be legalized and the committees under it restructured.
Inaugurating the workshop, Deputy Prime Minister and Minister for Finance, Bharat Mohan Adhikari said the government is effortful to increase the revenue through reforms in the overall economic management system, increase the returns of the expenses, and maintain fiscal discipline and transparency.
He also directed the government officials to implement the Acts, regulations, policy and directives while making income and expenditure. The Finance Minister also said the government was working to bring the full budget on time this year.
Officiating Auditor General, Khem Prasad Dahal said the office has not been able to submit reports when the donor agencies ask for it and stressed on the need for timely and quality internal auditing. Comptroller General Dr Madhav Prasad Ghimire said reforms should complement the budget and suggested the government offices to complete auditing on time, maintain record of capital expenses and implement account system suitable to the country.
Independent Consultant Dev Raj Pathak presented a working paper on public expenditure and financial accountability and stated that implementation of the previous budget should be taken into mind while preparing the new budget. The PEFA project is running with support of the World Bank in Nepal since 2006.
govt schools buying textbooks from private publications
Rajbiraj, June 24: It has been suspected that the government school principals in Saptari district have pocketed as high as Rs. 10 million in commissions while purchasing textbooks for their students.
The school principals received the amount by buying textbooks from private publications that gave them as high as 40 per cent commission. It may be noted that the government decided to distribute the textbooks for free to the students up to Grade 10 of community schools across the country from this year.
According to the District Education Office, a total of Rs. 29.7 million was allocated to 322 schools in the district for purchasing the textbooks. However, Sajha Publications, was able to sell school textbooks worth only Rs. 5 million. With the state-owned Sahja Publications offering meager commission of only 9 per cent, the school principals are believed to have opted for the private publications.
The books printed in the private publications are however reported to be of substandard quality, said some of the principals, who decided to stick to the official publication house.
Parliament meet endorses two conventions
Kathmandu, June 24: The second meeting today of the Legislature-Parliament endorsed with a majority the International Convention for the Suppression of the Financing of Terrorism 1999 along with amendment.
Similarly, the United Nations Convention Against Transnational Organised Crime was endorsed along with reservations by the meeting through a majority.
Lawmaker Ushakala Rai tabled a proposal seeking amendment to the first Convention while no proposal was tabled for the amendment to the second Convention.
Both Conventions were tabled in the parliament meeting on Thursday by Finance Minister Bharat Mohan Adhikari . The Legislature-Parliament shall meet again at 11:00 am on June 26, Sunday, it is learnt.
Govt actively working for concluding peace, statute process, says pm
Pokhara, June 24: Prime Minister Jhalanath Khanal has said the government was working with full dedication to concluding the peace process and constitution drafting process, the main current goals of the country.
Speaking after declaring Kaski the first district free of defecation in the open in Pokhara on Friday, Prime Minister Khanal said the writing of new constitution would not take a momentum if the peace process is not taken to a conclusion within the extended three months of the Constituent Assembly.
The ongoing transition in the country was in final phase and it will get an end either pushing the country towards 'transformation' or 'regression', he added.
"The government would not let the people involved in the attack on journalists and common people walk freely", said the Prime Minister and vowed to bring such culprits to justice at the earliest.
The Prime Minister, on the occasion, also expressed gratitude to those employees, social organizations and people from different walks of life for their supportive role in making the campaign launched against open defecation in the district successful.
Also speaking at the programme, Local Development Minister Urmila Aryal praised the residents of Kaski for their cooperation in making the district free from open defecation.
Kaski that has a sub-metropolis, a municipality and 43 village development committees has been the first district in the country declared as an ‘open defecation free zone’.
Nepali businessmen in Banke does not accept NC
Banke, June 24: Nepali nationals in Matehiya of Banke district forced to use Indian Currency (IC) after the local shops refused taking Nepali currency (NC) saying they need to exchange it to purchase goods from Indian markets.

Hungry when the local businessmen refused taking NC saying they have to buy goods from Indian market and the Indian businessmen does not accept NC."The business men refused to take NC around Bagauda area across the Rapti river that we became hungry," said Thapa.
The locals in Mateniya, Laxmanpur, Kalaphanta, Narainapur and other villages are forced to depend on Indian markets lacking their easy excess to Nepali markets.
TAXPAYER OFFICES
Kathmandu, June 24: The government has established two more taxpayer service offices, which have started their service in Kathmandu valley from today. Working area of the office, which was established at Koteshwor, has been determined at Kathmandu Metropolitan -35 and Gothatar VDC.
According to chief of the taxpayer service office, Lila Ballav Neupane, the office has rights to collect tax from cooperative, finance, hardware shop and as a house rent tax. There are about 7,000 taxpayers in the area.
Likewise, a taxpayer service office, established at Putalisadak under Inland Revenue Office constituency no-1, has rights to collect tax from ward no. 1, 31 and 32 of Kathmandu Metropolitan. Bishnu Bhushal, chief of the office said that there are about 10,000 taxpayers in the area.
Inagurating the both offices, Secretary at the Finance Ministry, Krishna Hari Baskota said that the government has challenge to collect revenue as much as possible and he also directed officials to face the challenge.
Chief Tax Administrator Maheshwor Neupane advised officials to collect revenue as per the target. General Director of the Department of Inland Revenue, Rajan Khanal, advised officials to do work of taxpayers and service recipients quickly viewing the target of the government to collect revenue.
It is said that nine taxpayer service offices have been operated in Kathmandu valley and going to established four more offices with in the month of Ashad.
SAC directs Home Minister to book law violators
Kathmandu, June 24: The State Affairs Committee (SAC) of the parliament has directed the government not to spare anybody committing crimes in the name of political protection.
A meeting of the SAC held at Singh Durbar today ordered Deputy Prime Minister and Home Minister Krishna Bahadur Mahara to increase security across the country and bring law violators to the ambit of law.
The Home Minister has been directed to come up with a clear action plan on deteriorating security situation and implement it, SAC Chairman Ramnath Dhakal told reporters after the meeting.
Majority of SAC members during the meeting drew concern of Minister Mahara over increasing cases of violence and the government’s failure to guarantee security.
In the meeting, Minister Mahara told SAC that the recently held two-day security meeting of the security chiefs of the Central Region concluded political protection to those who commit crimes has been challenging security situation. “Political willpower is required to book those who commit crimes,” he said. He also informed that the ministry has been preparing to deploy Armed Police Force personnel to resume.
